The best site is  http://www.logsa.army.mil/    Then go to "publications and forms" then "ETM's Online".  Some you can read without an ID and Password but others will require one.  To request an ID and Password just follow the directions.  I normally don't have many problems with this site being busy !!!!
    Here is a short list of TM's and other pubs by EM.  In addition, view the drive of the EM and find a file called ETM.TXT.  Open it using EXCEL.  Ensure you check "Delimited" then the next page "Comma".  This will load as you see.  It is an easy way to find the listing of what is on each Disk.
